Use The 14th Amendment

(HuffPo) WASHINGTON -- House Democratic leaders emerged from a Wednesday Caucus meeting with a message for President Barack Obama: Invoke the Constitution to resolve the debt standoff.

If Congress can't reach a deal on a long-term debt limit increase by August 2, Obama should "sign an executive order invoking the 14th Amendment," said Assistant Minority Leader James Cyburn (D-S.C.).

"I am convinced that whatever discussions about the legality of that can continue," Clyburn said. "But I believe that something like this will bring calm to the American people and will bring needed stability to our financial markets."

House Democratic Caucus Chairman John Larson (D-Conn.) acknowledged that Obama has previously expressed doubts about his legal authority to unilaterally raise the debt limit. But circumstances have changed, Larson said, and "we just want to let him know that his Caucus is prepared to stand behind him" if Congress fails to pass a long-term deal.

"We have to have a fail-safe mechanism," Larson said. "We believe that fail-safe mechanism is the 14th Amendment and the president of the United States."

Section 4 of the 14th Amendment states: “The validity of the public debt of the United States, authorized by law, including debts incurred for payments of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned.” Essentially, Democrats are arguing that since the "public debt" cannot be questioned, then the debt ceiling itself is unconstitutional.

Democratic Senators have been eying this option since late June. Sen. Chris Coons (D-Del.), an attorney, predicted at that time the the constitutional option may get "a pretty strong second look as a way of saying, 'Is there some way to save us from ourselves?' (read rest of article)

Regarding Debt Ceiling StalemateWith eight days until our nation faces an unprecedented financial crisis, the President addressed the nation on the consequences the stalemate in Congress could have on the stability of our economy.

Here are some key passages from his remarks

The debate right now isn’t about whether we need to make tough choices. Democrats and Republicans agree on the amount of deficit reduction we need. The debate is about how it should be done. Most Americans, regardless of political party, don’t understand how we can ask a senior citizen to pay more for her Medicare before we ask a corporate jet owner or the oil companies to give up tax breaks that other companies don’t get. How can we ask a student to pay more for college before we ask hedge fund managers to stop paying taxes at a lower rate than their secretaries? How can we slash funding for education and clean energy before we ask people like me to give up tax breaks we don’t need and didn’t ask for?

He also warned that we could be facing a "deep economic crisis"

Republican House members have essentially said that the only way they’ll vote to prevent America’s first-ever default is if the rest of us agree to their deep, spending cuts-only approach.

If that happens, and we default, we would not have enough money to pay all of our bills – bills that include monthly Social Security checks, veterans’ benefits, and the government contracts we’ve signed with thousands of businesses.

For the first time in history, our country’s Triple A credit rating would be downgraded, leaving investors around the world to wonder whether the United States is still a good bet. Interest rates would skyrocket on credit cards, on mortgages and on car loans, which amounts to a huge tax hike on the American people. We would risk sparking a deep economic crisis – this one caused almost entirely by Washington.

The President stressed the need for a bipartisan solution and reminded Washington that compromise is not "a dirty word." He spoke to the frustrations ordinary Americans feel with the political process.

They’re fed up with a town where compromise has become a dirty word. They work all day long, many of them scraping by, just to put food on the table. And when these Americans come home at night, bone-tired, and turn on the news, all they see is the same partisan three-ring circus here in Washington. They see leaders who can’t seem to come together and do what it takes to make life just a little bit better for ordinary Americans. They are offended by that. And they should be.

He also reminded Americans that history celebrates leaders who "put aside pride and party to form a more perfect union."

We remember the Americans who put country above self, and set personal grievances aside for the greater good. We remember the Americans who held this country together during its most difficult hours; who put aside pride and party to form a more perfect union.

That’s who we remember. That’s who we need to be right now. The entire world is watching. So let’s seize this moment to show why the United States of America is still the greatest nation on Earth – not just because we can still keep our word and meet our obligations, but because we can still come together as one nation.

President Obama Stresses Debt Urgency

WASHINGTON (AP) — President Barack Obama said Friday Congress has a "unique opportunity to do something big" and stabilize the U.S. economy for decades by cutting deficits even as it raises the national debt limit ahead of a critical Aug. 2 deadline. But, he declared, "We're running out of time."

Obama said he was ready to make tough decisions — such as on Medicare costs — and challenged Republicans to do the same. He attempted to turn the Republicans' opposition to any tax increases back against them, warning starkly that failure to raise the debt ceiling would mean "effectively a tax increase for everybody" if the government defaults, sending up interest rates.

Still, Obama said that "it's hard to do a big package" in deadlocked Washington, acknowledging Republicans are opposed to any new tax revenue as part of a deficit-cutting deal.

"If they show me a serious plan I'm ready to move," he said.

The president spoke at the White House Friday after five days straight of meetings with congressional leaders failed to yield compromise, and amid increasingly urgent warnings from credit agencies and the financial sector about the risks of failing to raise the government's borrowing limit.

Administration officials and private economists say that if the U.S. fails to raise its borrowing limit and begins to stop paying its bills as a result, the fragile U.S. economy could be cast into a crisis that would reverberate around the globe. Democratic and Republican congressional leaders agree on the need to avert that outcome, but that hasn't been enough to get Republicans to agree to the tax hikes on corporations and the wealthy sought by Obama — or to convince Obama and Democrats to sign onto the steep entitlement cuts without new revenue that Republicans favor.

The president spoke at his third news conference in two weeks on an issue that is increasingly consuming Washington and his presidency.

The president said he was ready to make tough decisions such as restructuring Medicare so that very wealthy recipients would have to pay slightly more. He said he had stressed to Republicans that anything they looked at should not affect current beneficiaries, and he said providers such as drug companies could be targeted for cuts.

On Capitol Hill, meanwhile, Democrats and Republicans in the House emerged from closed-door meetings to reiterate their hardened stances. Republicans announced plans to call a vote next week on a balanced budget constitutional amendment that would force the government to balance its books.

Obama dismissed the idea, saying, "We don't need a constitutional amendment to do that. What we need to do is do our jobs."

Domestic Policy Director Melody Barnes said that after listening to the feedback from leaders across the country, the Administration came up with a plan to partner with the leaders to build Strong Cities, Strong Communities!

This is an innovative pilot project designed to help stimulate and strengthen economic growth on the local level by eliminating red tape and the usual barriers with a more effective use of federal resources.

Communities around the nation will be eligible to compete for grant monies that are designed to perk up local community economic planning that will be innovative in stimulating empowerment, vision and participation of citizens in the well fare and development of the areas where they live.

Strong Cities Strong Communities (SC2) channels the resources of the federal government to help empower cities with their local aspirations to strengthen their neighborhoods by using these strategic methods:

Providing assistance and support – working with local communities to find ground up, not top down solutions:

Providing on the ground technical assistance and planning resources tailored to local governments’ needs and helping them use the federal funds they already receive more efficiently and effectively; and Partnering for growth:

Developing critical partnerships with key local and regional stakeholders that encompass not only municipal and state governments, but also new partnerships with the business community, non-profits, anchor institutions, faith-based institutions, and other public, private, and philanthropic leaders.

There are four components to the SC2 Pilot: Community assistance teams that will work directly with cities to support mayors in selected cities around the nation. SC2 Fellowship Program will train, select and place those that will assist with implementation. SC2 Planning Challenge to help additional cities develop economic blueprints to be able to take advantage of the grant competition opportunities.

SC2 pilot cities were selected on the basis of economic need, strong local leadership and collaboration, potential for economic growth, geographic diversity, and the ability to test the SC2 model across a range of environments. Federal assessment teams spent time on the ground working directly with mayors and other local officials to determine needs, opportunities and gather input for the pilot initiative.

President Extends Foreclosure

Programs for Unemployed

Unemployed homeowners with mortgages backed by the Federal Housing Administration or participating in a federal foreclosure prevention program will be given up to a year of forbearance on mortgage payments, the Obama Administration announced today.

Banks must increase the amount of time delinquent homeowners who are looking for work can gain relief from paying their mortgage from three or four months to at least 12 months, U.S. housing regulators said. Unemployment is a top reason borrowers fall into arrears.

A few months is “inadequate for the majority of unemployed borrowers,” Housing and Urban Development Secretary Shaun Donovan said. Sixty percent of the unemployed have been out of work for more than three months and 45 percent have been out of work for more than six, he said in a written statement.

The new rules apply to lenders who sell FHA-guaranteed mortgages and servicers participating in the administration’s Making Home Affordable foreclosure-prevention program.

The unpaid payments are added to the cost of the loan and must be repaid with interest.

Donovan said he hoped the announcement would prompt all loan servicers, including government-controlled Fannie Mae and Freddie Mac, to extend longer forbearance to the unemployed. “Our hope is that this will have broader effects,” Donovan said in a conference call.

“What we’re trying to do here is set the right standard,” Treasury Assistant Secretary Tim Massad said on the call.

President Barack Obama yesterday said the administration is putting pressure on banks to modify more loans.

“The continuing decline in the housing market is something that hasn’t bottomed out as quickly as we expected, and so that’s continued to be a big drag on the economy,” Obama said during a Twitter town hall forum.

The Labor Department today reported that initial jobless claims fell by 14,000 to 418,000 in the week ended July 2.

My New D-Word for Tavis and Cornel

Before I get to Mark Halperin, let me give you a little background.

They say that if you’re angry with someone, you should write a letter, get all the mean stuff out, and then tear it up or delete it. When you’re a little more calm, you write another letter or confront the person face to face.

About a month ago, I wrote a blog about Tavis Smiley and decided to table it because I said some things I didn’t want to publish. You’re probably thinking I went too hard him, but no. In reality, I hadn’t gone hard enough - and I knew it. I said I

’d wait until something pissed me off so bad that I would have the words harsh enough to express what I was really feeling about him and his side piece - I mean side kick - Cornel West.

Well, yesterday, when Mark Halperin - a well-respected journalist, employed by a well-respected magazine and a contributor to a well-respected news network - had the audacity to call the president of the United States a dick, that was all I needed.

While I am appalled at Halperin’s statement, I hav

e no expectations of him as a man and know nothing about his character. I am appalled, however, that as editor-at-large of Time magazine, he is responsible for among other things, deciding what stories will be covered in that publication. As the person in charge of political content, it is upsetting to know that he probably has not been objective in his dealings with material I and so many people look forward to (until now) reading each week. Needless to say, I’ve cancelled my subscription to Time magazine and hope you will too.

But I’m even more disgusted with Smiley and West, two brothers who I did have expectations of - and thought I knew. These two have done much worse than what Halperin has done because they set the tone for it, opened the door to it, and must take much of the blame for creating a climate that would make a white, professional journalist feel comfortable verbally and vulgarly attacking the first black president of the United States.

When you think you know a person, when you’ve given a person a forum to present his views, when you’ve had a hand in a person’s success, you want to believe that he is the same person he always was.

Remember THAT Tavis - the one who could take any complicated political story that had an impact on black America and “break it down” for us every Tuesday and Thursday in less than five minutes. The one who coined the phrase "radio advocacy" and alerted us any time anyone - from a private business owner to a politician to a corporate giant - even thought about doing black folks wrong. The Tavis that loved black people so much that he would sometimes, during his commentaries, be moved to tears. Where is that guy? You know, the guy that would have been telling me, "Fly Jock, Halperin has got to go." For a while, I thought he was still with us, even though people around me (and many of you) tried to convince me otherwise. “Tavis is a hater." "Tavis is only about himself." "Tavis is jealous of the president." I wouldn’t believe any of it. I had so much respect for him before his primary goal became selling books, and, later, selling out.

As we approach the Fourth of July weekend, one that celebrates our freedoms, including freedom of speech, I wish someone would use that as a defense of what Tavis, Cornel and Mark Halperin have said against our president. When dangerous words incite and brew up hatred and violence, there is a line. And these three crossed it.


In case you believe I think Tavis and Cornel called the president an offensive name, I don’t. I think they did something even worse. Any black people with any sense know that racists on the job, at school, at church or on the bus wait for opportunities to feel comfortable enough to spew their evil thoughts. If a black person tells a racist joke in front of a racist or laughs at one, it won’t be long before the racist begins to fire off a couple of his own. Mark Halperin and others are no different. They hate the president because he is black, and Tavis and Cornel, by not having the sense to not give them the opening they waited for, went all in. And this is what we get.


So, yes, MSNBC, fire Mark Halperin. I hope he never works again. I’ve already fired Tavis and Cornel. There’s nothing either can ever do for me or with me again.


I’ve got a new D-word for the two of them: Done.

Meet Nelson Mandela

JOHANNESBURG – A healthy-looking Nelson Mandela met with Michelle Obama and her daughters on Tuesday, an unexpected encounter between the first lady and the former South African president and anti-apartheid icon who has largely retired from public life.

A photo provided by the Nelson Mandela Foundation showed the 92-year-old Mandela sitting on a couch next to Mrs. Obama, pen in hand to sign an advance copy of his new book, "Nelson Mandela By Himself: The Authorized Quotations Book." Mandela was wearing one of his trademark shirts, richly patterned and buttoned at the neck.

Mrs. Obama, daughters Malia, 12, and Sasha, 10, and her mother, Marian Robinson, were viewing some of Mandela's personal papers at his foundation when he sent word that he wanted to meet them at his home in a leafy Johannesburg neighborhood. It was the first meeting between America's first black first lady and the political prisoner who later became his country's first black president

Mrs. Obama's family spent about 20 minutes with Mandela and his wife, Graca Machel, who is a former first lady of Mozambique.

Mrs. Obama's niece and nephew, Leslie Robinson, 15, and Avery Robinson, 19, who are traveling with her, were also invited to meet Mandela.

White House officials had no immediate comment on the meeting. No aides were present for the meeting, except for one photographer each from the foundation and the White House who were allowed in to take photos at the beginning.

Mandela, who stepped down in 1999 after serving one term as president, is rarely seen in public anymore. At age 92, he is in fragile health and was briefly hospitalized in January with an acute respiratory infection. His condition has been steadily improving and he apparently felt well enough Tuesday to invite the Obama family to visit.

Mrs. Obama is traveling without President Barack Obama, who met Mandela in Washington in 2005 when he was a U.S. senator. Obama and Mandela have spoken by telephone several times since Obama took office, most recently last June, the White House said. The president also wrote a foreword for Mandela's book, "Conversations with Myself."

Mandela spent 27 years in prison for his role in the movement against apartheid, South Africa's now-abolished system of racial separation.

Mrs. Obama began a weeklong goodwill visit to South Africa and Botswana on Monday.

Earlier Tuesday, the first lady met with Nompumelelo Ntuli-Zuma, a wife of South African President Jacob Zuma, who has three of them. She and her family also read Dr. Seuss' "The Cat in the Hat" and danced with youngsters at a day care center in a Johannesburg shantytown before ending the day with a largely private tour of the Apartheid Museum.

CHICAGO -- Republicans hope voters' fears about jobs and the economy will help them reclaim a handful of Mountain West and Southern states that were crucial to Barack Obama's 2008 presidential win.

Obama's campaign appears just as determined to hold those states next year and force Republicans to spend precious resources defending places they'd like to consider safe.

Every four years, political operatives fixate on the dozen or so states that always decide close presidential elections.

This time, Obama hopes to play on as big an Electoral College map as possible, and his team insists it will compete for the first time in traditionally solid Republican states like Georgia and Arizona. Republicans, conversely, want a compact map, hoping for wins in big, always-contested states such as Florida and Ohio, which were key to George W. Bush's victories in 2000 and 2004.

It takes 270 electoral votes to win the White House.

Obama won it in 2008 partly by prevailing in states such as Virginia and Indiana that had not voted for a Democratic presidential nominee in decades.

But with unemployment now at 9.1 percent, and the economic recovery slowed, many Republicans argue that Obama's chances are notably worse in those states, as well as others in the vote-rich, economically struggling Midwest. They say they can win some, if not all, of three crucial battleground states – Florida, Ohio and Pennsylvania – along with some smaller states that Obama carried, including New Mexico, Nevada and Iowa. Republicans thrived in all those states in the 2010 midterm elections, and GOP strategists hope the momentum will carry into next year, thwarting Obama.

"The map is very difficult for him," said Rick Wiley, political director of the Republican National Committee.

Obama's campaign sees it differently.

"We are going to take the old map and expand it," Obama campaign manager Jim Messina said in an interview at his office in Chicago. He argues that demographic trends are moving in Democrats' direction in several states, which could help them hold Virginia and North Carolina and possibly win Georgia and Arizona.

"Changes in the composition of the electorate" make the states attractive, said David Axelrod, Obama's top political adviser.

The president carried North Carolina and Virginia in 2008 thanks largely to black voters, Latinos, college-educated workers and non-natives who are more open to Democrats than are many Southern-born whites. Those population groups are expanding in the two states, his backers say. The same is true in Georgia, a GOP-controlled state that hasn't been strongly contested in many years.

Obama insiders say he could have won Arizona in 2008 if John McCain, the state's senior senator, had not been the GOP nominee. They argue that with Arizona's Hispanic population still growing, Obama's chances are better this time because that group leans toward Democrats.

Many Republicans scoff at such talk. But they have their own problems, starting with the task of taking back most or all of the nine swing-voting states that Obama won in 2008 and that Democrat John Kerry lost in 2004: Florida, North Carolina, Virginia, Ohio, Indiana, Iowa, Colorado, Nevada and New Mexico.

"There are a million different maps," Wiley said. But the GOP's priorities start with those nine "top tier" states.

To oust Obama, the Republicans don't need to win all nine.

If Obama keeps his grip on the Western states of Nevada, Colorado and New Mexico, and the Republican nominee wins the other six of the nine swing states, the GOP would reclaim the White House with 271 electoral votes. That's assuming other states vote the same as in 2008.

Obama's situation becomes more perilous if he loses a state that Democrats have won for several elections, although often narrowly. That might include Pennsylvania, Michigan or Wisconsin, a state that Democrats took by a whisker in 2000 and 2004. Obama handily won it in 2008.

Republican governors replaced Democrats last year in all those states, along with Iowa, New Mexico and Ohio.

In these battlegrounds with newly elected Republican governors, Wiley said, "you have that infrastructure that doesn't get dismantled, and it's a huge, huge advantage" to the 2012 GOP presidential nominee.

Not so, Democrats say.

New GOP governors such as Scott Walker in Wisconsin, John Kasich in Ohio and Rick Scott in Florida have clashed bitterly with various groups, especially unions. The result could be a fired-up Democratic base turning out heavily for Obama.

Top Democrats say it's unlikely that Obama will lose Pennsylvania, which always draws huge attention but has voted Democratic in the last five presidential elections.

Privately, those close to Obama worry more about Ohio, which has 18 electoral votes. Its unemployment rate, 8.6 percent, is slightly below the national average. But its population growth is almost flat, and it doesn't have the large numbers of unregistered minorities and young adults that the Obama campaign is targeting in other states.

No Republican has been elected president without carrying Ohio.

Of the nine targeted states that Kerry lost, Obama needs to hold only Ohio and one small state – say, Nevada or Iowa – to win re-election, assuming the other states vote the same as in 2008.

Florida, with 29 electoral votes, is even more vital.

If Obama holds no other state but Florida among the top-tier nine, he wins a second term.

Aubrey Jewett, a University of Central Florida political scientist, said the Sunshine State seems destined to play its toss-up role again.

"The economy is still not doing well here," Jewett said, "and Obama is not very popular." But Scott, the new Republican governor, "is extremely unpopular right now," he said, and that could undo the GOP presidential nominee in a razor-thin race.

Finally, several plausible map scenarios would leave the 2012 presidential nominees in a 269-269 electoral tie. That would hand the decision to the U.S. House, where Republicans expect to hold their majority even if they suffer some losses.

Today, President Obama traveled to Durham, NC to meet with the Jobs and Competitiveness Council at the corporate and U.S. manufacturing headquarters of Cree, a leading manufacturer of energy efficient LED lighting. While at Cree, the President toured the company’s LED lighting product assembly facility, met with the Jobs Council and delivered remarks to Cree employees, Jobs Council members, local business owners and representatives from nearby engineering colleges and universities.

The President’s Council on Jobs and Competitiveness is led by GE Chairman and CEO Jeff Immelt and is composed of representatives from various sectors of the economy andleaders in diverse industries -- people running large and small companies that represent millions of Americans helping the economy run every single day. The Jobs Council held their first meeting at the White House on February 24, 2011. At that time the Council committed to holding their second meeting outside of Washington, DC. Cree’s facility, located in the heart of North Carolina’s Research Triangle Park area, was selected to hold the second meeting.

He also discussed the role of his Council on Jobs and Competitiveness and detailed some of the recommendations to address short-term, medium-term and long term economic growth and job creation that they presented to him today:

And today, with the leadership of the Jobs Council, we’re announcing an all-hands-on-deck strategy to train 10,000 new American engineers every year. So -- and by the way, our Jobs Council, led by Jeff Immelt, they’re doing this not counting on a whole bunch of federal funding. Private sector companies are teaming up to help us promote STEM education, to offer students incentives to finish those degrees, and then to help universities fund those programs. They’re going to double their summer internship hiring.

We’re talking about companies like Intel, whose CEO Paul Otellini is here today. And Paul is heading up our task force for the Jobs Council in helping to figure this out, because he understands Intel’s survival depends on our ability to get a steady stream of engineers. I’ve been, by the way, to the Intel plant out in Oregon. It is unbelievable. It’s out of -- something out of science fiction. And I pretended like I understood what they were saying the whole time.

But that’s what’s going to drive our competitiveness in the future. We know that if we’re going to maintain our leadership in technology and innovation, our best companies need the world’s brightest workers –- American workers.

Now, that brings me to a second idea that we discussed backstage. At Cree, you’re putting people back to work in a field that has the potential to create an untold number of new jobs and new businesses right here in America -– and that’s clean energy. And my administration has invested heavily in clean energy manufacturing, because I want to see the LEDs and solar panels and wind turbines and electric cars of tomorrow made right here in the U.S of A. As the New Sheriff in Town by Executive Order VP Joe Biden was appointed by President Barack H. Obama as Sheriff Joe! "President Obama asked me to head up the Campaign to Cut Waste—a new effort to root out wasteful spending at every agency and department in the Federal Government.

According to WH officials, Biden is assigned to hunt down miss-spent dollars, he will shine a light on fraud which accounts for billions of taxpayers dollars being wasted by government useless and unaccounted for over-spending everyday. "This kind of waste is just unacceptable. Particularly at a time when we’re facing tough decisions about reducing our deficit, it's a no-brainer to stop spending taxpayer dollars on things that benefit nobody. " said Biden.

Biden with the help of a new Government Accountability and Transparency Board, which by the way, will be a group composed of independent inspectors general and high-level agency officials who he will personally assign and whose primary duty is to help him root out waste, fraud and abuse across the government. Thus ensuring that the citizens tax dollars are being spent on things that matter, like investments in education, innovation and improving the country's infrastructure.

WASHINGTON – In his weekly address, President Obama spoke to the American people about how the government is partnering with the private sector to make sure workers have the skills and training they need in this economy. This past Wednesday, he announced commitments by the private sector, colleges, and the National Association of Manufacturers that will make it possible for half a million community college students to get a manufacturing credential that has the industry’s stamp of approval. And on Monday, he will travel to North Carolina to meet with his Jobs Council to work on the steps the government can take to spur private sector hiring in the short-term and ensure our workers have the skills and training they need.

Ohio Among Other Republican Controlled States Fighting to DECREASE MINIMUM WAGE !

Ohio is one of 17 states that require workers to be paid above the minimum wage mandated by federal law. But Ohio Senate Republicans are working to limit the number of people eligible to earn that wage, attaching an amendment to an omnibus budget bill that would circumvent the law and prevent an untold number of workers from collecting the state-mandated minimum wage.

In 2006, Ohio voters approved an amendment to the state constitution setting the state’s minimum wage at $6.85 an hour with a built-in increase attached to inflation each year. The current minimum wage in Ohio increased to $7.40 an hour this year, $0.15 higher than the $7.25 an hour required by federal law.

The amendment by state Senate Republicans would reduce the number of workers eligible for the state minimum wage, making only those covered by the looser federal law eligible to earn Ohio’s minimum wage:

The Legislative Service Commission, which evaluates legislation in Ohio, said the amendment “may result in fewer individuals subject to the minimum wage.”

As Plunderbund notes, Ohio Republicans, led by Gov. John Kasich (R), are already facing the remarkable unpopularity of Senate Bill 5, which rolls back collective bargaining rights for public employees, including police officers and firefighters. Now they have chosen to further their attacks on workers by targeting a law that was approved by voters in a referendum just five years ago.

But the attack on minimum wage laws is hardly unique to Ohio.

Since it became law, Republican lawmakers have waged various attacks on federal minimum wage legislation, falsely attacking it as a burden on small businesses and saying it stunts job creation, despite a lack of evidence on back up those claims. One of the Senate’s biggest critics of the minimum wage was former Sen. Rick Santorum (R-PA), who is currently contemplating a run for president. And in 2007, Senate Republicans demanded that any increase in the minimum wage be accompanied by a tax cut for small businesses. They were successful, and increased the minimum wage to its current amount of $7.25 by offsetting the increase with $4.8 billion in small business tax breaks

Other conservatives have included the minimum wage among the many federal programs they view as unconstitutional overreaches into state’s rights, similar to federal child labor laws and federal safety standards.

Meanwhile, a recent study from Michigan showed that a worker making the minimum wage does not earn enough each week to support him or herself. According to the report, in Michigan, where the minimum wage is also $7.40, a single worker with no children would need to make more than $12 an hour to cover basic food, shelter, clothing, and transportation costs. A single mother with two children, meanwhile, would need to make $24.49 an hour — more than three times the minimum wage — to support herself and her family.

Pre-Existing Condition Insurance Plan
to Offer Much Lower Premiums

WASHINGTON -- The government announced Tuesday that it will lower premiums and ease eligibility requirements for its fledgling health insurance program for people shut out from the private health insurance market because of pre-existing conditions. Premiums will fall by as much as 40 percent in some states.

The Pre-Existing Condition Insurance Plan, run by the Department of Health and Human Services in 23 states and by state governments in the rest, offers relatively affordable coverage for people who've been uninsured for at least six months because of conditions like diabetes or heart disease. The plan launched last summer as one of the first components of the health care reform signed into law by President Obama in March 2010.

"This program changes lives, and in many cases saves lives," HHS director Kathleen Sebelius said on a Tuesday conference call with reporters.

Yet only 18,000 Americans have signed up for the PCIP. Officials initially said it would reach hundreds of thousands by the time the program is phased out in 2014, when it will become illegal for insurance companies to discriminate against the sick.

To boost enrollment, Sebelius said monthly premiums, which vary by age and region, will drop in 17 of the states where HHS runs the program starting in July. In Alabama, Arizona, Delaware, Florida, Kentucky, and Virginia, premiums will plummet by 40 percent. Come July, people older than 55 who enroll in the Virginia PCIP's standard plan will have to pay $297 a month, a steep drop from the current $498 monthly premium.

Sebelius also said PCIP applicants will no longer have to brandish rejection letters from insurance companies to prove they have pre-existing conditions. Instead, a doctor's note will suffice.

It's not clear if any changes will occur in states where the federal government doesn't administer the program. Richard Popper, director of the HHS Office of Insurance Programs, noted that the HHS would be "issuing a guidance letter to all the 27 state-run PCIPs encouraging them to take a look at the premiums that they charge and the benefit packages, as well as the eligibility rules, allowing them to consider making adjustments similar to what we’re doing in the federally-run pool." ARLINGTON, Va. - President Barack Obama honored America's fallen service members, and called on Americans to remember their sacrifice.

In a Memorial Day speech at Arlington National Cemetery Monday, Mr. Obama expressed the honor and solemn responsibility he feels serving as commander in chief of "one of the finest fighting forces the world has ever known."

He paid tribute to service members who lost their lives in service: "Venerable warriors who lay here and across this country and around the globe. Each of them adds honor to what it means to be a soldier, sailor, airman, Marine and Coast Guardsman. Each is a link in an unbroken chain that stretches back to the earliest days of our republic.

"And on this day, we memorialize them all. We memorialize our first patriots, blacksmiths, farmers, slaves and freed men who never knew the independence they won with their lives. We memorialize the armies of men - and women disguised as men - black and white, who fell in apple orchards and corn fields in a war that saved our union. ...

"The patriots we memorialize today sacrificed not only all they had but all they would ever know. They gave of themselves until they had nothing more to give. It's natural when we lose someone we care about to ask why it had to be them. 'Why my son? Why my sister? Why my friend? Why not me?' These are questions that cannot be answered by us.

"But on this day we remember that it is on our behalf that they gave their lives. We remember it is their courage, their unselfishness, their devotion to duty that has sustained this country through all its trials, and will sustain it through all the trials to come.

"We remember that the blessings we enjoy as Americans came at a dear cost. Our presence in a free society bears testimony to their enduring legacy. Our nation owes a debt to its fallen heroes that we can never fully repay. But we can honor their sacrifice, and we must. We must honor it in our own lives by holding their memories close to our hearts, and heeding the example they set.

"And we must honor it as a nation by keeping our sacred trust with all who wear America's uniform and the families who love them - by never giving up the search for those who have gone missing under our country's flag or held as prisoners of war, by serving our patriots as well as they serve us, from the moment they enter the military to the moment they leave it, to the moment they are laid to rest. That is how we can honor the sacrifice of those we've lost. That is our obligation to American's guardians."

Earlier, the president laid a wreath at the Tomb of the Unknowns.

The queen opened the lavish state dinner at Buckingham Palace on Tuesday by recalling fond memories of her earlier meetings with the Obamas. And she said that the U.S. and Britain in most cases see world problems in the same light.

The queen said the U.S.-U.K relationship is – in her words – "tried, tested and, yes, special."

Our biggest foe moving ahead is not the right-wing nor the Tea Baggers. Our biggest battle will be from the folks supposedly on our side who love to preface their statements with " I supported Obama....BUT...." This includes the pro-lefties....the whacky so-called Progressives (many of whom generate donations through being anti-Obama)...then there's the 'super Blacks' like Cornel West, Tavis Smiley and others...all of whom feel a need to 'teach Obama a lesson' through their whining and de-energizing of support. In the November midterms we should have learned the power of de-energizing, as we experienced the biggest beat-down in modern day political history....NOT because the Right ran such competent campaigns....but simply because Dems DID NOT show up to vote. As some justify the ignorance and self-destructiveness of these types....while labeling others as uninformed...please be aware that in 2012 there are a number of Senate seats up for grabs. With the already announced retirements of a number of Dem Senators, combined with the possible Dem de-energizing from the self-destructives like West, whacky Progressives and the like...the FACT is....we could definitely lose the Senate in 2012 (just as we lost the House and multiple states in the midterms). And I must also remind all that the loss of many states like Ohio and others will make winning the Presidential re-election a major uphill battle regardless who or how incompetent the republican candidate is...due to the electoral map (votes)....therefore ALL self-destructive, de-energizing, ignorant rhetoric needs to be addressed, labeled as such and SHUT DOWN.....or we could all wake up....in shock...the day after the next election saying in unison.....How'd THAT happen ? The Time is NOW....to WAKE UP !

Also....if all of these 'super Blacks' were actually sincere about seeing the needs of Black America being addressed (which there are many)...they would be (and would have ALWAYS been) focusing their attention/efforts to the Congressional Black Caucus, which is the group of Black politicians in D.C. created over 40 years ago under the auspices that THEY would create legislation needed to address Black needs. But what exactly have THEY done ? Absolutely NOTHING ! Since we did not elect a dictator, it is important to remember that true change comes through the legislative process, meaning Congresspeople and Senators drafting and passing bills that address our needs and concerns. The President DOES NOT write legislation....he simply passes or vetoes bills already passed by the Congress. So MOST times when we hear the whiny phrase...." Obama should...."....the FACT is....9 times out of 10....OBAMA CAN'T ! That's NOT how the process works (civics 101). So for those who ARE sincere and DO want to see TRUE changes implemented for a Better Tomorrow for ALL...time to place your focus on the correct target....which is the legislators....the Senators/Congresspeople....the CBC (for Black issues). In other words....West, Smiley, Pro-lefties, whacky 're'-gressives and company should ALL place the blame where the blame is truly due...because when they don't....they simply expose themselves as ignorant to the process (of which we'll gladly help to educate them) or just another Obama-hater...of which they WILL be exposed.

But after decades of accepting the world as it is in the region, we have a chance to pursue the world as it should be.”

Today, recognizing the irreversible changes that have taken place in the Middle East and North Africa in recent months, President Obama announced a new approach to promoting democratic reform, economic development, and peace and security across the region.

Aligning Our Interests and Our Values: The President reaffirmed his commitment to a set of core principles that have guided the U.S. response to events in the Middle East and North Africa for the past six months. First, the United States opposes the use of violence and repression against the people of the region. Second, we support a set of universal rights including free speech; the freedom of peaceful assembly and association; equality for men and women under the rule of law; the right to practice your religion without fear of violence or discrimination; and the right to choose your own leaders through democratic elections. Third, we support political and economic change in the Middle East and North Africa that can meet the legitimate aspirations of the people throughout the region.

Our support for these principles is a top priority and central to the pursuit of other interests in the region. The U.S. will marshal all our diplomatic, economic, and strategic tools to support these principles. The status quo is not fair, nor stable. And it can no longer secure the core interests of the United States. Ultimately, our values and our interests will be better advanced by a region that is more democratic and prosperous.

Promoting Democratic Reform: It will be the policy of the United States to promote reform across the region and to support transitions to democracy. Real and durable democratic change in Tunisia and Egypt could have a transformative effect on the region and beyond. We will support free and fair elections, a vibrant civil society, basic rights to speak your mind and access information, and strong democratic institutions in both nations. We will empower women as drivers of peace and prosperity, supporting their right to run for office and meaningfully participate in decision-making because, around the world, history shows that countries are more prosperous and peaceful when women are more empowered. And we will deliver an economic program that reinforces our strong support for the transitions that are now underway.

The United States will also stand up for human rights and democracy in those countries where transitions have yet to take place. We will make the case to our partners that reform is in our shared interest. We will be a strong voice for democratic reform - a message we will deliver consistently, at high-levels, and across the U.S. government. We will strengthen and protect advocates for reform. Our message to governments in the region will be simple and clear: if you take the risks that reform entails, you will have the support and partnership of the United States.

A New Chapter of American Diplomacy: As the U.S. continues to work with governments, we will broaden and elevate our engagement with the people of the region. Building on our efforts since Cairo, our engagement will reach beyond elites and extend beyond capitals, cultivating reformist voices both inside and outside government. We will engage with and listen to those that will shape the future, particularly young people and women. Across the region, we will provide assistance to legitimate and independent groups, including some not officially recognized by governments. And we will expand and deepen our ties with entrepreneurs, and our cooperation on science and technology. We will engage, too, with all groups that reject violence, support democratic practices, and respect the rights of minorities, even if we don’t agree with them. Using the same connective technologies that helped power the protests, we will connect and listen to the people of the region and factor the concerns of all these individuals and groups into our policy choices.

Making this strategic shift in our own approach will not always be easy. It demands that we renew and reshape our partnerships with governments in the region, and forge a deeper connection to a new generation that is desperate for a new beginning. President Obama will issue a Presidential Directive in the coming weeks to direct his Cabinet and national security team to put this new approach into action.

The United States is already putting this approach into practice across the region:

· Bahrain: The United States is committed to Bahrain’s security. However, we believe that reform is the only path to enduring stability in Bahrain and that both sides must compromise to forge a just future for all Bahrainis. The only way forward is for the government and opposition to engage in a dialogue. The government must create the conditions for dialogue, and the opposition must participate to forge a just future for all Bahrainis.

· Egypt: The United States supports an orderly, peaceful, and legitimate transition to a representative and responsive government committed to democratic principles in Egypt. It is important to empower positive models, and Egypt is critical as the largest Arab country and an enduring partner of the United States. We are encouraged by some of the steps that the interim government has taken on the political front, and we support a fully transparent and inclusive process moving forward. The U.S. is working with the international community to identify ways to stabilize Egypt’s economy in the short-term and promote economic policies for the medium and long-term that will help ensure economic prosperity accompanies the transition.

· Jordan: The United States is committed to our long-standing partnership with Jordan – a regional leader on political and economic reform. We recognize the government’s efforts to respond to the legitimate demands of citizens through the National Dialogue Committee, and urge Jordan’s leadership to seize this opportunity to advance meaningful reforms. U.S economic assistance supports Jordan’s economic growth and development and promotes political, economic, and social reforms though programs in judicial reform, education, public health, job creation, and youth empowerment. We are also working with non-governmental partners is Jordan to cultivate a vibrant civil society. The United States also remains committed to Jordan’s security and continues to provide security assistance aimed at, among other things, modernizing the Jordanian military and enhancing border security.

· Libya: The United States led an international effort to intervene in Libya to stop a massacre – joining with with our allies at the UN Security Council to pass a historic resolution that authorized a no-fly zone and further authorized all necessary measures to protect the Libyan people. At the start of the air campaign, the President pledged to the American people that U.S. military action would be limited in duration and scope and that we would ultimately transition from a U.S. to a coalition lead. The President has made good on that pledge. Now that we have transitioned to a NATO lead, we will continue to play an important role in the international community’s effort to put pressure on Col. Qaddafi and to protect innocent civilians that his regime continues to attack. The President has made clear, Qaddafi has lost the confidence of the Libyan people and he must go. At the same time, the United States is engaging and assisting the Transitional National Council, a legitimate and credible interlocutor, which is committed to an inclusive, democratic political transition in Libya. We are also working to address humanitarian needs in Libya and along its borders.

· Morocco: The United States supports Morocco’s efforts to promote ongoing democratic development through constitutional, judicial, and political reforms. We recognize the Moroccan government’s efforts to respond the demands of its citizens and we urge the government to implement these crucial reforms. We are working with the people and the government of Morocco to support their efforts to consolidate the rule of law, protect human rights, improve governance, empower youth, and works towards meaningful constitutional reform. This includes a robust dialogue on human rights and political freedom.

· Syria: The United States condemns the Syrian government’s murder and mass arrests of its people. We have imposed additional sanctions on the regime, including on President Assad and his inner circle. We stand by the Syrian people who have shown their courage in demanding dignity and a transition to democracy. President Assad now has a choice: he can lead that transition, or get out of the way.

· Tunisia: The United States is committed to supporting the Tunisian people as they build the stronger democratic foundations needed for long-term stability and broad-based economic growth. We welcome the significant steps that have been taken to advance the democratic transition, and will support Tunisians inside and outside of government as they hold democratic elections, craft a new constitution, and implement a broad-based reform agenda. We will support a new partnership between Tunisian civil society groups and technology companies in order to get more information, communications capacity available broadly throughout society.

· Yemen: The United States supports the aspirations of the Yemeni people for a more stable, unified, and prosperous nation, and we are committed to assisting them in this courageous pursuit. We are also committed to assisting Yemen to eradicate the security threat from al-Qa’ida in the Arabian Peninsula. President Saleh needs to follow through on his commitment to transfer power. We support a peaceful and orderly transfer of power that begins immediately.

Supporting Economic Development: To ensure that democratic change is reinforced by increasing economic opportunity, the President laid out a new economic vision for the region to support nations that commit to transition to democracy. We will also focus on rooting out corruption and other barriers to progress. Our efforts will create incentives for nations to pursue a path to democracy and modern economies and will also help tap the enormous potential of the region’s young people. Our approach is based around four key pillars – support for economic policy formulation, support for economic stability, support for economic modernization, and the development of a framework for trade integration and investment.

· Support for Better Economic Management: We will offer concrete support to foster improved economic policy formulation and management alongside our democratization efforts. We will focus not only on promoting economic fundamentals, but also transparency and the prevention of corruption. We will use our bilateral programs to support economic reform preparations, including outreach and technical assistance from our governments, universities, and think tanks to regional governments that have embraced reform, individuals, and NGOs. We will mobilize the knowledge and expertise of international financial institutions to support home grown reforms that increase accountability.

· Support for Economic Stability: Egypt and Tunisia have begun their transitions. Their economic outlooks were positive before recent events, but they are now facing a series of economic dislocations.

o Galvanizing Financial Support: We are galvanizing financial support from international financial institutions and Egypt and Tunisia’s regional partners to help meet near term financial needs.

o Turning the Debts of the Past Into Investments in the Future: The United States will relieve Egypt of up to $1 billion in debt by designing a debt swap arrangement, and swap it in a way that allows Egypt to invest these resources in creating jobs and fostering entrepreneurship.

· Support for Economic Modernization: We realize that the modernization of the economies in Middle East and North Africa will require a stronger private sector. To address that, we are committed to working with our international counterparts to support a reorientation of the European Bank for Reconstruction and Development to support countries in the region. The Bank played a crucial role in supporting democratization and economic transition in Central and Eastern Europe and can make a great contribution in Middle East and North Africa as well. We also seek to establish Egyptian-American and Tunisian-American Enterprise Funds to stimulate private sector investment, to promote projects and procedures that support competitive markets, and to encourage public/private partnerships. And as Secretary Clinton announced in Cairo, the Overseas Private Investment Corporation (OPIC) will provide up to $2 billion dollars in financial support for private sectors throughout the MENA region.

· Develop a Framework for Trade Integration and Investment: The United States will launch a comprehensive Trade and Investment Partnership Initiative in the Middle East and North Africa. We will work with the European Union as we launch step-by-step initiatives that will facilitate more robust trade within the region, build on existing agreements to promote greater integration with U.S. and European markets, and open the door for those countries who adopt high standards of reform and trade liberalization to construct a regional trade arrangement.

Promoting Peace and Security: Even as we change our policy approach in response to political and economic changes in region, the United States maintains its commitment to pursue peace and stability in the region. We remain committed to our non-proliferation agenda in the region and worldwide and continue to demand that Iran meets its international obligation to halt its nuclear weapons program. Our counterterrorism agenda is as robust as ever, as evidenced by the recent takedown of Osama bin Laden. We will continue to take the fight to al Qa`ida and its affiliates wherever they are.

The Broad Outlines of Middle East Peace: The President seeks to shape an environment in which negotiations can restart when the parties are ready. He intends to do this laying out principles on territorial borders and security.

On territory, the boundaries of Israel and the Palestinian state should be based on the 1967 lines with mutually agreed swaps. On security the Palestinian state must be non-militarized, and the full and phased withdrawal of Israeli forces would be geared to the ability of Palestinian security forces and other arrangements as agreed to prevent a resurgence of terrorism; stop the infiltration of weapons; and provide effective border security. The duration of this transition period must be agreed, and may vary for different areas like borders. But it must be sufficient to demonstrate the effectiveness and credibility of security arrangements. Once Palestinians can be confident in the outlines of their state, and Israelis are confident that the new Palestinian state will not imperil its security, the parties will be in a position to grapple with the core issues of refugees and Jerusalem.

Ultimately, it is up to Israelis and Palestinians to take action. No peace can be imposed upon them, nor can endless delay make the problem go away. But what America and the international community can do is state frankly what everyone knows: a lasting peace will involve two states for two peoples. Israel as a Jewish state and the homeland for the Jewish people, and the state of Palestine as the homeland for the Palestinian people; each state enjoying self-determination, mutual recognition, and peace.

Ending the Combat Mission in Iraq, Building a Strategic Partnership: President Obama kept his commitment to responsibly end our combat mission in Iraq, bringing home 100,000 troops and transitioning to a full Iraqi lead for security in the country. Consistent with the 2008 Security Agreement, the United States intends to withdraw our remaining troops by the end of the year, while our civilians strengthen an enduring partnership with the Iraqi people and government in economic, diplomatic, cultural, and security fields.

Surged in Afghanistan: The strategy in Afghanistan is working. With the addition of 30,000 U.S. forces, nearly 10,000 coalition forces, and almost 1000 civilians, the surge is achieving its intended effect. We have arrested the Taliban’s momentum and placed the insurgency under significant military pressure. Increasingly, our collective efforts are focused intensely on providing trainers and funding for Afghan National Security Forces to support their assuming lead security responsibility, significantly growing the Afghan Security Forces to nearly 300,000. Even as we begin to reduce our U.S. combat forces this July, and increasingly focus on advising and assisting the Afghan security forces, we are working toward completion of a renewed partnership agreement with the Afghans that will affirm our enduring commitment to stability in Afghanistan. Finally, we are equally committed to an Afghan-led political process toward a peaceful resolution.

Focused on Al Qa`ida: We have applied unprecedented pressure to disrupt, dismantle and defeat al Qa`ida and its adherents. We have disrupted plots at home, and increased military, intelligence, and diplomatic support to expand the capacity of our partners from Pakistan to Yemen; from Southeast Asia to Somalia. Over half of Al Qa`ida’s top leadership has been killed or captured, including, most recently, Al Qa`ida’s leader, Osama bin Laden. As the President noted in announcing Bin Laden’s death to the American people, his demise does not mark the end of our effort, as al-Qa`ida remains intent on and capable of striking the United States and our partners.

Political Change in the Middle East and North Africa: The United States has demonstrated with its response to the political change in the Middle East and North Africa that promoting representative, responsive governance is a core tenet of U.S. foreign policy and directly contributes to our counterterrorism goals. Governments that place the will of their people first and encourage peaceful change through their policies, systems, and actions directly contradict the al-Qa`ida ideology, which at its core advocates for violent change and dismisses the right of the people to choose how they will be governed. Effective governance reduces the traction and space for al-Qa`ida, limiting its resonance and contributing to what it most fears—irrelevance.

Standing Up for Universal Rights in Iran: The Administration has strongly condemned Iran’s violent repression at home and will continue to call on the government of Iran to allow the Iranian people the universal right to peacefully assemble and communicate. Just as we hold Iran accountable for its defiance of its international obligations on the nuclear program, we will continue to take actions to hold the Iranian government accountable for its gross human rights violations, including by designating Iranian officials and entities engaged in such violations. We will continue to provide capacity building training and new media tools to help Iranian citizens and civil society make their voices heard in calling for greater freedoms, transparency, and rule of law from their government.
